Reports & Petitions: Evidence of Political Choices
The ETS2 framework is inflating costs for households, while top individual emitters remain outside the reach of full accountability. If their emissions are “too small to count”—then no one’s emissions count. This is not a technical loophole. It is a political choice.
Our analytical work exposes the deep asymmetry between the burdens imposed on citizens and the privileges granted to the largest market players. At World 3.0, we transform this diagnosis into precise tools of pressure: our reports provide the rigorous evidence-based foundation, and our petitions deliver the concrete demand for systemic justice.

Climate Justice in Aviation: Closing the Tax Loopholes for Private Jets
World 3.0 Foundation has submitted a petition to the European Parliament’s Committee on Petitions (PETI) calling for the closure of regulatory loopholes that allow private aviation operators to avoid full climate accountability under the EU ETS and the Energy Taxation Directive.
Every EU citizen is directly affected by the regulatory asymmetry described in the report. ETS2 increases household costs, while private operators benefit from the 1,000 t CO₂ exemption threshold. This is a matter of justice — and of the credibility of EU law.
